It's not clear which aspects of complacency that you're researching, but you could start off by having a trawl through the open IOSH forums for material that may give you some ideas. I would also suggest that you read the most recent , & the earlier versions, of the HSEs' "Revitalising H&S" and scour through some of the other info available on the HSE web-pages.
