Dear fellow safety practitioners

I have created a control of contractors database in Microsoft access, which I am willing to pass on to other members.
The system works by firstly sending out a contractors regulations to contractor, which he must read, sign and return the compliance page with a copy of his/her public liability insurance. The contractors employees who then arrive are then read out the information on the induction sheet and sign the compliance form. This information is added into the database to create an approved contractor list.

I have yet to set up any formal control of contractors in my company, it's on the list which is now so long I can't see the top anymore. However, would be grateful if you could send me a copy of your system which may give me a bit of a head start in setting up my own.

We've beeen doing quite a bit of work to update our contractor controls but our current database doesn't seem too keen on accepting safety approvals in the ASL.

In response to your question, the answer is no. The contractor must firstly be approved by following a company procedure, which is based around HSE guidance document INDG 368 "Use of Contractors a joint responsibility"

The checks undertaken before approval follow the principles listed below:-

Initial assessment
- Passport system
- Adequate finance
- Previous knowledge to the client
- Experience of the type of work
- Ability to complete work
- Adequate insurance, minimum £5M
- Competent

Assessing competency
- Training strategy
- Safety culture
- Accident statistics
- Certificated licences, / scaffolders / Corgi / abrasive wheels
- Portable appliance test certificates
- Specialist / demolition / asbestos removal
- First aiders
- Safety officer / consultants
- Risk assessments
- Performance indicators

Assessing performance
- Improvement / prohibition notices received
- Prosecutions
- Inspections and audits, insurance led
- Occupational ill health
- White finger etc
- Inspection of a current working site

Once selected, risk assessment, methods statements are evaluated, permits issued and the work is the monitored. Good communication is vital at all stages and after the work is complete performance is evaluated.

I find it overcomprehensive and placing too much emphasis on the contractor to identify hazards. Nor do I believe that by this declararion you can indemnify your company in respect of the contractors neglect.

Thanks for your comments. I initially created the database to enable the engineering manager to manage a list of approved contractors. The company regulations sent to the contractor shows the standard that we have set as a minimum. You may think that they are "overcomprehensive" as you say, but believe me they are the standard we audit against and if the contractors employees are found to be in breach, then depending on the severity they are warned or removed from site. Our insurers are very happy with the standard and we have never in my 13 years at the site suffered a contractor reportable LTA. I hope it stays that way.
