Are fire rated doors required when they would be located in/adjacent to stud partitioned offices?
If the surrounding structure has no protection, is the fire door superfluous?
Any advice would be appreciated.

If I understand your question correctly, if the wall is not required to be of fire resisting standard then the door in that wall does not need to be either.

check with the local authority- building regulations dept you need to talk to, stud walls/partisions do provide resistance.

Another consideration is that the wall may need to be made up to a fire resisting standard as well as the doors.

Your information is insufficient to be able give an absolute answer. If I can give some general information it may be able to help.
If the door leads directly onto a staircase then it is likely to be fire-resisting.
If the door separates two different types of areas e.g. office and plant room then the door is likely to be fire-resisting.
If the door leads into a corridor where there is only one direction to travel to get to an exit then it is likely to be fire-resisting.
If the door is intended to be fire-resisting then the surrounding wall must also be fire-resisting otherwise you are correct, it does not serve any fire safety purpose.
Fire doors are often installed in walls where there is no requirement for fire doors just because of convenience.

Even stud walls can be fire-resisting if required to protect an escape route, etc.

Although the studded wall may not seem to be designated as fire resistant, plaster board does offer substantial resistance to fire. Try burning it....
