Health and Safety Responsibilities of Contracts/Construction Manager

Good day to you all.
Dose anyone have an outline of expected knowledge and responsibility for a Contracts/Construction Manager with regards Health and Safety. They would be overviewing a number of Projects but would also have direct access to an in house Safety Manager.

I dont have anything pre prepared but would expect a contracts/construction manager to understand and manage all the health & safety aspects of sites under their control.
The access to the safety manager should be used for preparation of systems, training, and assistance with systems used on site, resolving issues, etc.
Sorry cant be more help\ with a prepared spec.

I would like such a person to be familiar with the current CDM Regs and CHSW Regs.

I would expect as an absolute minimum for a Contracts Manager post that they have completed the CITB's "Site Management Safety Training Scheme" or equivalent. I think that WTI does a similar construction based course.
If they had anything less I would not be comfortable that the candidate was competent in H&S matters.
