It happens all the time make sure you put everything in writing/email and keep a copy.

If you do then hurry up and blow the whistle soon - not three months.
If you leave, you leave the other employees in a situation that they may or may not be aware of and if you say that the HSE would close the company down then that must be a 'life threatening' situation.
If this is the case then perhaps the board of directors should be exposed. After all your primary responsibility is the safety of all employees.
You really don't have anything to loose by putting your case forward and advising the Board of your obligation under such circumstances to notify the HSE and the possible consequences of doing so. This is not a threat - it's good sense and when these 'bandits' realise it, they may actually thank you.
Why wait three months. You will soon know where you stand if you tackle this full on.
