Building company awareness for a small consultancy.

I am trying to build a new consultancy business and am finding it a slow and (at times) frustrating process.
I have not advertised but have been doing direct marketing mailshots to companies from various industrial sectors - not done any follow ups with phone calls etc. Usually for every hundred of those you are fortunate if you get replies from only a couple but I would like to improve my accuracy and ratio of replies to mailings.
I would appreciate replies from those who have been successful in building their own consultancies from scratch into successful practices.
Personally I have found some negative responses over this kind of thing on this board due to 'competition' etc but what doesn't have competition?
Look forward to some suggestions.

Hi there
I have been running my own consultancy for 2 years now.
Forget direct marketing. Mailshots don't work. We have recently upgraded to advertising in SHP and Health & Safety at Work - expensive and not very effective so far.
Best routes have been word of mouth from clients, a good website, yell.com (especially sponsored listings) and google adwords.
It's been a slow process, but we are seeing the benefits now.

Ah, I think I saw your SHP ad Nick, "Our lead tutor has 4 NEBOSH distinctions". Eh?
HSENI have a bit on their website for training providers which is free and a number of people found me through that:

I don't know that HSE(GB) do something similar though.
Where I live we have a centre that helps people starting up their own businesses, and they also let you put your business cards in their reception. Again, free.
