Would this be primarily for HPJ'ing of storm/foul and some gulley gulping thrown in? Will you also be involved in the sec 104 process prior to CCTV?

Just create a workable method statement detailing what you will actually do in each given situation and add the RA which details the control measures you will create to address the hazards.
Most of what you will do will be fairly generic unless the situation dictates otherwise.

From past experience/memory, I looked at; noise, pressure at hoses (drivers always wanted to test it), other vehicles on the road (many fatalities due to that point on the roads who got scare when driving fast beahind a stopped motor), needle-stick injuries was a particular worry, leptospirosis (give masks), Hep A - C (we only gave them Hap A jabs though), ankle/trip injuries and the good old Fatigue problems.
Hope it helps. I no longer have the risk assessment as I moved from that company a couple of years agao.

The water jetting asociation produce 2 very good publications which might be available via their website.
You also need to be careful about terminology with regard to high pressure - again see the wja publications. If it really is high pressure water jetting you will have to consider specialist PPE in the form of body and foot armour to protect against the cutting action of the water jet.
