If we are to carry 1000 litres of red diesel in a bunded tank and 2 bottles of acetylene (83kg) and 3 bottles of oxygen (80kg) are we below the threshold limits or does the full requirements of ADR apply?
Or can you please give me a contact who can give me some advice??

You would be above the small loads threshold.
Diesel is a transport category 3 product (asphyxiant/oxidant) and the exemption allows the transport of up to 1000 litres of this product.
Assuming you have 1000 litres of the product in tank then even if you added just one cylinder of oxygen or LPG, you would exceed the threshold!

When you add the acetylene you have to multiply this by 3 giving a total of 1329 units.
The goods can only be transported under full UN.

Diesel may not be transported with class 2 (Acetylene and oxygen). Assuming you do not carry the Acetylene and Oxygen, there are some CDGRR exemptions for diesel (if you were staying within the UK), but even so with the quantity you indicated you need the full ADR for vehicle and unit. Oxygen and Acetylene are both LQ 0 - so there is no limited quantity exeptions.
You need to engage the services of a DGSA who is qualified for Road Class 2 and Class3 or Road all classes.

Thanks. I was thinking there were problems in the mix suggested at the start, but my knowledge is of marine legislation, not ADR. Certainly he would NOT be allowed on one of my ships!
