I am have been asked to update a health and safety policy as the legislation is out of date. It was last updated in Jan 06.
What would be the best way for me to look up new legislation since Jan 06. Would i have to go through every piece of legislation in the policy ?
Also were would be the best place for me to find information on all these new regulations and legislation ?,

Leaving dates out is one good practice e.g. state something like 'we are complying with current law re PUWER/LOLER/COSHH etc' - saves some updating needs [providing that what you are complying with is correct]. Nor put in every law that there is - keep to what applies to your area

Should you be aware of how every piece of legislation affects your company i.e. if you are responsible for H&S?- then the answer would most definitely be yes
HSE website if you are based in GB will be a good start for you to get to grip with the relevent legislation, click on legislation.
I also suggest you take a look at HSG65.

Im updating the policy for a large landscaping firm. They carry out fencing and landscaping works to large new developments, usually between 20-300 units.

A H&S Policy as I am sure you are aware details the whole of the organisations health & safety management system, from employees duties to the arrangements in place for each of the activities/tasks that the Co. performs in line with the current legislative requirements.
Basically if you are not familiar with the associated legislation, then you will be putting an idea of what to expect rather than a legislative benchmark.
Ask yourself this: Do I know what each piece of legislation that applies to this landscaping co., if not you have 2 options, 1) Go through each piece of legislation and find out what are the requirements or 2) Farm this one out to someone who does know.
I know this probably isn't the answer you are looking for but there is no quick fix.

the HSE are particularly keen on noting within policies the arrangements a company who works in construction [erection of fencing] has made for managing CDM activities, so that's an area to address

I recently wrote a Health and Safety policy for a landscaping company. The company was applying for accreditation under Safe-t-Cert (a joint accrdeitation scheme between N.Ireland and the South of Ireland for companies involved in construction).Some areas to consider are CDM, Control of Vibration, Control of Noise.
