Posted By Brian Hagyard Safety Officer I would refer back to the ACOP/Guidance (don't have my copy handy and don't remember which it is) on pressure systems. I used to be involved in SCUBA diving and the compressors we used, were three phase. The internal "compression chambers" (sorry don't remember the correct term) because of the high pressure we were using (over 207bar) meant they were covered by the regs even when there is no bottle bank attached (receiver in most systems). Having said that I doubt you will be dealing with such high pressures so your assumption that its a "pump" is probably correct.
