Back to the specific situation, I assume that you would be cutting with a cut-off saw, probably petrol engined, if so the HSE have produced guidance for this very task it is in video and print format see these links:

In essence when carrying out this task use water suppression AND wear a P3 mask (and have waterproof trousers on).
