The way to deal with this issue is this (IMO), if you have identified the down lighters as a significant risk/ source of ignition then take the suitable control measures available to you which may be lighting hoods.
Dependent on the age and type of material used to make the false ceiling panels would require a decision whether to replace those panels with fire retardant ones instead. I still find some made of polystyrene.

However with that said if you assess the risk and decide there is very little risk from the lighting unit igniting and then the fire spreading then keep the current set up.

Dependant on you building size, lay out and use it may be you have a compartmentalisation issue though.
