Does any body have a tabletop 'war game' senario based exercise for an office based enviroment I can have???
sitting round a table exercise needed so we can walk through problems we might encounter and see who is liable and have we covered our bases

Why not sit round the table - imagine a major incident happening - plane strike - bomb threat for example and take it from there.
Document your findings and decide who will take responsibility and record it as an emergency plan?

Or am I looking at it from the wrong angle?

Depends what industry you are in but I have ran scenarios in COMAH, Road Transport (death) and a couple of others in relation to similar crisis management.
