Hi Everyone,
Is anyone aware of any impending changes to PUWER?
I have just tried to order a copy of the regs and have been advised that HSE have been out of stock for the last month, expecting delivery mid October. It has been suggested to our buyer that it will be coming obsolete.........
Any ideas, I wasn't aware of any updates to PUWER.

The response that you got may be related to the incoming EU Directive that will replace the existing EU Machinery [Safety] Directive in December this year.
So far as I'm aware though, there haven't even been consequential changes proposed for the UK Machinery [Safety] Regs, let alone PUWER [but keep an eye out for them]

You must have missed seeing the Supply of Machinery (Safety) Regulations 2008 (S.I. 2008/1597).
I'm not aware of any proposed changes to PUWER though.

It was there in the hyperspace corner of my brain but it simply didn't connect at the time.

I find that knowing something is not necessarily the same as being aware of it!
The changes most likely to affect readers of this forum include two additional types of machinery. These are:
(a) Construction site hoists intended for lifting persons or persons and goods;3
(b) Portable cartridge-operated fixing devices.
As far as I can tell the final text of the guidance on the UK regs is not yet published, but there's a useful "Explanatory Memorandum" at http://www.opsi.gov.uk/s.../uksiem_20081597_en.pdf.

There cannot be a final explanatory memorandum published without the final version of the regulations!

PUWER are the "user" regulations and the machinery safety regulations primarily deal with "supply"

Be careful - the decision by the Commission to extend the presumption of confomity of EN 954-1 has been rescinded, and will be discussed again on the 7th/8th December.

Just a thought: Why is anyone trying to 'order copies of the regs' from HSE?
I wouldn't do that - I'd go to:

And download a copy for myself for free.
And if my clients needed a copy - I'd give them the link.

This appears to be a case of miscommunication at some level!
The free down-loadable version of L 22, i.e the PUWER Regs, ACoP & Guidance on the HSE Books website is the 2008 "Edition" at:-

It has a preface that highlights some specifics, but it is only in context of the effect of some of the amending regulations and that the references to other publications have been updated!
Health and Safety Regulations and the accompanying ACoP material cannot be amended without undergoing a consultation process.

Where was I, oh yes, your clients are more likely to read the ACoP than the SI as its tadge more helpful thean a SI.

I did say '...if the client needed...'. And yes, it would make sense to me to get the full AcoP/Guidance and whatever (free from HSE) if I wanted to read and understand something (Rather than just the regs free from OPSI).
And I'd always try and persuade clients to read the ACoP rather than the regs, or better yet pay me to paraphrase them! (Trust me I'm a consultant..)
My question was why anybody is still paying for stuff that can be got for free for most legitimate purposes.
But, as always, I have read the original post. The question asked related purely to the regs. It did not mention the ACoP. So any discussion of the AcoP (and everything else) is off-topic (albeit perhaps interesting). If this were a NEBOSH exam, most posters would not have scored many marks -they have not read the question. And they have wasted time answering a question that was not asked.
Sorry - and to answer your next question - YES I'm wearing my Mr Grumpy hat this afternoon!
