Sorry, not Environmental monitoring - that is addressed by permit. This is for Personnel exposure risk. I will carry out a risk assessment but need to know if there is a "Legal" requirement for fixed monitoring ahead of the assessment (as opposed to personal monitoring to an infrequently visited well ventilated open area).

I believe this falls to so far as reasonably practicable under COSHH and under HASWA. If risk is great then monitoring should be provided. I do not know of specific legislation.

Probably the best place to obtain advice will be your heating service engineers as I know there is a requirement for heaters to be periodically inspected and there are specific requirements about ventilation but I have never come across a requirement for fixed monitoring.
