Multi storey car park adjacent to an office block is being demolished. Staff in the office block are complaining that the constant noise and vibration is causing them 'stress'
Any suggestions on how to address their concerns, given that Noise at Work Regs probably do not apply?

Why do the noise at work regs not apply? Surely if the level is so high that other persons are suffering the level must be too high on the site?
Have assessments been made on and off site with readings recorded?
There is a duty to protect the public - why not invite the HSE in to have a look?

Hi forgot to mention there is a BS5228 Code of Practice for the Control of Noise on Construction and Open Sites I think Part 2 covers demolition. Regards Steve

Yep kind of a tricky one. There MAY be a nuisnace depending on the times and levels but 'nuisance' isn't quite as straightforward as 5dB over ambient, but will also take into account a number of factors, such as (as I have already same) timeof the day, duration, BATNEEC etc. Let's be honest, it's pretty difficult to demolish something like you have described without some (considerable) degree of noise. I assume that the demolition of the building is nothing to do with you or your company, so yes I doubt NAW regs would apply to your employees in that respect. I see nothing in what you have said that would suggest to me that it would be either appropriate or necessary to contact the HSE or that it would be a particualry good use of their time.

The considerate contractor would have engaged with neighbours before starting the Project. Nothing to stop the neighbour starting that dialogue now though. Local Planning/Building Control usually involves neighbourhood notification? In any event they will be able to confirm the conditions they applied to the works - including noise levels, timing of work, etc.

In my experience it was done at times that were planned, at break times, late evenings and saturdays. Let all know your plans which should have been done at pre construct meetings (letters to residents as Ron says) but as Phil said it is very hard to make no noise at all considering what you are doing and to minimise the noisey activities as much as is reasonable (and make sure the dust is kept to a minimum ) If you have a good sub-contractor they would have took all this into consideration, made all the issues identifiyable in the R.A and sufficient control measures ther of: Different mechanical equipment to normal, stuctural demo in areas away from office as per engineers reports etc...
