I am looking for advice please....

Employers contact an agency service for its specialist services, the agency then offers the employment offer to its freelance contractors, the freelance contractor then represents the agency service during their day employment to the host organisation.

Whilst the agency service makes reference to employees, should they also include in their arrangements and responsibilities section their expectations of the freelance contractor?
