L21 The Management Regs are to be withdrawn at the end of July. Strike another blow to HS.

Not good news. Where is your source. Is there a web link? Can someone remind me what is the intended alternative is to making sure that the hierarchy of controls, requirements to do risk assessments etc etc are going. Is it just going to be guidance, ACOP or nothing?

Thanks, so it is the ACOP not the regulations themselves. The public consultation: http://www.hse.gov.uk/co...ndocs/cd241-analysis.pdf (page 17): Showed this result to the question of whether it should be withdrawn: Yes: 102 (48%) and No 112 (54%). So much for democracy!

When I read the consultation I was astonished.
The plan was to simplify the ACOPs and aim for a maximum of 32-page documents, To replace L21 (which if updated would retain all the info in one document) they are going to direct people to a number of different sources of written guidance and web tools e.g. Health and Safety Made Simple, Essentials, Five Steps to Risk Assessment and Managing for Heath and Safety (HSG65).
Fantastic eh?

Meanwhile HSG65 is under revision.... http://www.hse.gov.uk/pubns/books/hsg65.htmI received a draft version back in October last year, very different from the very waffly original. Can't recall any further news, might be something in an HSE ebulletin - must check my Outlook folder for those, see how far behind I am reading them .......

Dear All
Just keyed in 'risk assessment' to the HSE Website search engine and got 23,200 'hits'. Thank goodness the 'burden' will be lifted at the end of the month.
For those who welcomed David Young/Chris Grayling/Professor Lofstedt incisive H&S views, this is what it was always going to be about. More disappearing ACoPs to look forward to yet, of course.
At the HSE Construction Industry Advisory Committee (CONIAC) meeting yesterday, the HSE confirmed they have draft regulations, an Impact Assessment and a draft consultation document - apparently draft 32 - but were procedurally inhibited from distributing these to the members!!
Loose lips sink ships!!
All part of the Government's commitment to transparency, no doubt.
Cheers.
Nigel
