I attended, if that is the correct word? a webinar yesterday and one of the subjects that was raised was an apparent increase in combined regulatory action ie HSE plus Fire plus EA plus LA.

Now I can see under specific circumstances where a joint investigation could happen for example Buncefield but does anyone have any experience of this as a routine which was what seemed to be suggested?

Comments in the presentation were also made with regard to this and FFI - in essence HSE " deputising" a fireman to provide advice. Obviously HSW gives them the power to do this but is it happening?

Joint Agency initiatives are very common with respect to roadside checks but to turn up at the employer's door in such a mob-handed fashion would seem an unwarranted imposition on the wheels of industry or commerce.

Could this be part of the "Estates Excellence" initiative that is being piloted (it may have now reached the full roll out stage) in parts of the country?

Bruce: Think it's more likely to be targeted at certain industry sectors where there is perceived to be a "problem" generally and tend to be police led with other regulators as back up. In Scotland it's been part of the police strategy for targeting "crime" and I think the main thrust is disrupting those activities which are on the margins of being legitimate eg security, waste, migrant agriculture. Might that be what they were referring to?
