'how do you determine whether there is a lead hazard in a newly build home,except by visual inspection?.....what methods can you use?

obtain a list of materials used from the Builder
Such as Lead flashing
Type of paint used
Any lead pipes used / any existing lead pipes not removed -still in use
Has a Health & Safety File been produced for the project? it should list any potentially hazardous materials used
Other wise it is as you said - have a look

If it is a new build house I would think that the only lead product would be the flashing of the roof, beyond that I cannot see why lead would be used.

What lead hazard in newly built homes are you concerned about. There should be no lead paints, pipes only flashing. There are test kits out there which you can take to site to identify lead.

Zinc tends to be favoured over lead flashing. Can't think of any significant lead otherwise in a new build.
