The answer to this is not neccesarily a straightforward one; I'd recommend reading some of the following resources which provide lots of useful information and guidance on asset management. The IAM (Institute of Asset Management) have published as very useful guide on the topic. PAS 55 and ISO 55000 may also prove useful.

Consider a need to prepare documents. A quill, pencil, fountain pen, ball point pen and a typewriter will all do the job effectively, in skilled hands. Using a PC may be more efficient. My friends MGB(GT) gets him from his house to his place of work but my modern car would do it in a more fuel-efficient and cleaner way.

Dictionary definitions
* Effective = "successful in producing a desired or intended result"
* Efficient = "achieving maximum productivity with minimum wasted effort or expense."
