We have had a debate at work with some of our drainage contractors who are saying that CDM 2015 does not apply to high pressure water jetting for drainage work investigations.
The point of debate hinges on the CDM 2015 definition of construction, part of it being “the construction, alteration, conversion, fitting out, commissioning, renovation, repair,upkeep, redecoration or other maintenance (including cleaning which involves the use of Water or an abrasive at high pressure, or the use of corrosive or toxic substances), Because it is referring to water at high pressure as a maintenance task and not as an investigation procedure they are assuming CDM does not apply.
Is this correct?, many different opinions from our side so I’m looking for some impartial advice

Just to clarify things. I assume that in your debate that you are trying to get your contractors to provide you with some covering documentation that they feel in not relevant or superfluous? Is that the case and what would it be? Cheers Andy

It's a tricky one, however if push came to shove I would classify the work comes under the ambit of CDM. My reasoning is simply that cleaning using high pressure water although part of the 'investigation' work, cleaning per se is an integral aspect of the task, presumably to allow unfettered access for the camera or any other instrument.

The debate centres around the question of whether a construction phase plane should be made for the investigation, most companies say no(and even more have never heard of it amazingly)

Hi James I would say that all is required is a Site Specific Risk Assessment and Method Statement containing the location information,work details,client specifics and the mention of all parties involved. Cheers Andy

CDM 2015 does apply to jetting a drain unless the task is being carried out as part of construction works.
