update below on findings, hope this may help someone in the future.
The question being, does someone working on gas powered equipment in a power station would need to be Gas Safe Registered ?
In my opinion, the answer is no, the engineers would NOT need to be Gas Safe Registered because of the following exemption for ‘factories’ under the Gas Safety (Installation and Use) Regulations [GSIUR] 1998 (as amended). Regulation 2 is concerned with general interpretation and application, and this states:
“(4) Save for regulations 37, 38 and 41 and subject to regulation 3(8), these Regulations shall not apply in relation to the supply of gas to, or anything done in respect of a gas fitting at, the following premises, that is to say –
(b) a factory within the meaning of the Factories Act 1961 or any place to which any provisions of the said Act apply by virtue of sections 123 to 126 of that Act;”

The following information relating to the requirements at premises outside the scope of these Regulations, taken from the guidance accompanying Regulation 3, which is concerned with qualification and supervision, may also be useful:
“Even if working at premises to which GSIUR does not apply (e.g. factories, quarries etc (see regulation 2(4)), competence in carrying out gas work safely is required to comply with the general duties in sections 2 and 3 of the Health and Safety at Work etc. Act 1974.”
