Could anyone provide me with some guidance on the following - If you was to position a mobile tower on a public footpath would you need to inform the council or Landowner? In the new road and street work act 1991 mentions a street works license would this be needed for this situation, if so where do you get one from? Would all of the above also apply if you was to use a ladder or stepladder on a public footpath? We need this equipment to access, maintain external air conditioning units that are wall mounted on the side of the building.

With regard to placing an obstruction on a public pavement you may need to obtain permission from the local authority. I have often had to apply for a license to put up a scaffold on a pavement, each LA may have different criteria as to whether you need to apply for a license and pay some sort of fee and show you have public liability insurance as well.

Cheers. Was it a mobile tower or a fixed scaffold to the building? Would this apply to using a ladder/stepladder?

Contact the local council, does the mobile tower in question take up all the footpath, so that pedestrians cannot pass safely?
