Does anybody know of any exemptions in which an F10 does not need to be submitted or indeed issued by the client. I understand the 500 person days and 20 persons and 30 day criteria. But if say we are at 500 person days are there any exemptions?

No exemptions that I'm aware. If the project meets the threshold criteria, then it's Notifiable.

Can we ask why you do not want to submit an F10?

Unless I'm mistaken issuing of an F10 is not actually statutory requirement.....
Details about the information that should be notified are set out in Schedule 1 of CDM 2015.
Capture this information and provide it to HSE / ORR in what format you choose and this obligation is fulfilled!
I stand to be corrected?

Good point but it does say notification. I'm sure the only way to do this now is via the Web. And the only thing I can find on the web is an F10 on the HSE website. But that's irrelevant really. The client didn't want to notify.

Failure to to notify a project if it meets the criteria is a breach of Reg 6 CDM Regs 2015. The F10 is the simplest way to do this on line. However, as long as you provide the information as per schedule 1 in L153 and send it to the HSE (by letter or fax) and display the information on the construction site you are complying with the regulations. So far your client is in breach of two regulations, how many more? No Pre-construction information No construction H&S plan H&S File Adequate provision for welfare facilities I would suggest you see if the client's advisor is a member of any professional body and report their incompetence

We do have a PCI plan and we have a minimum amount of welfare, so we have that but I am a bit unsure about the advice

How far into the project have you got based on the above quote?

Its started. I was checking why an F10 wasn't issued and I have now found out that there are only 7 people on site and it lasts 2 months
