I have highlighted that fire dampers in an hospital require maintenance under HTMs is this the responsibility of fire officer or the ventilation engineer. My opinion is the engineer should organise maintenance and manage it and the fire officer checks it's done. Am I right ? SBH

I have never heard a fire officer (Hospital or otherwise) getting involved in maintaining dampers. This is ususally down to Estates in NHS premises.

Estates or PFI maintainers. The site may need a full air handling survey as, whilst with NHS not too long ago, a building under renovation was discovered to have a number of dampers incorrectly installed, and / or installed with no access for maintenance.

Estates do all of the damper maintenance

see also this alert, this should have been signed off by the trust find out who did it and ensure maintenace is carried out under article 17 of the RRO

here is link to alert which also helps on compartmentation

https://www.iheem.org.uk/write/EFA_2014_003_Fire_Dampers.pdf

HTM 03.01 b

4.13 All fire dampers should be tested as part of the annual verification

you should ensure all maintenance is carried out on

Emergency generators

Emergency Lighting

Portable fire fighting appliances

Portable fire fighting extinguishers

Private fire hydrant testing

Private fire hydrant bypass valve testing

Dry/Wet fire main riser testing

Inert gas systems

Fire warning systems

Cause and effect for horizontal evacuation

Fire smoke and ventilation system damper tests BS9999:2017

Fire door condition, calso note cold seals and intumescent strips

Liquid oxygen storage and tanjk maintenance

Lightning conductors

Fixed electrical installations

Portable appliance testing

Gas installations

Cooking ductwork and filters

then there is quality assurance for

Hot works certificates

compartmentation breeches

Contractors induction

your staff training

information provided for employees

Fire policy

fire procedures

Etc etc etc

it becomes more complicated with PFI or the new long arm within the NHS companies at the end of the day you must provide evidence that you comply with outcome 10a of the care quality commission document

PM me your NHS email  and i will provide you with the documentation i use
