I don't know about safe disposal / handling guidance, but when I worked for a manufacturing company, we had large quantities of tubes to get rid of, cleanaway would do it but were extremely expensive so two options arose, we bought lamps from a local firm who charged 5p extra per tube to take away the old tube being replaced. Also as part of my enquiries I contacted the local council's FM department. they had amonthly 'tube run' and for a fee they would take so up to x number of tubes, this helped them as the more tubes the cheaper it became for them.
