We are a college of further education. When the fire alarm sounded recently, a student, with special educational needs, refused to move to a place of safety, and resisted attempts to remove him physically from the classroom, puting the student and others at risk - all in contravension of our H&S policy and fire action procedures. However, any obvious action which can be taken is complicated by current disability legislation which requires us to make provision for students with disabilities.
Any advice would be most welcome.

Neil - if reasonable requests to the individual do not result in compliance - NO attempt should be made to physically remove the individual as this could be deemed "assualt". We come across this a few times in our line of work (properties housing persons with both physical and learning disabilities) the clear advice from Fire Authorities is to leave them behind!. Make sure you inform the brigade on their arrival of course.
