Here are a couple of good sites https://secure.fsoa.co.uk/ and http://www.flaweb.org.uk/ you could also contact your local council, they should have someone who deals with special events including crowd control. Try and obtain a copy of the guide to safety at football grounds (the Green Guide).

Just out of interest, although I hate to admit it, Man Utd offer brilliant tours that cover health and safety. I don't have contact details but it's a brilliant insight and example of succesful health and safety which has been improved significantly.
These safety characters in football seem to know each other well.

Presumably you have HSG154 and HSG195, Arran.
In my local government days, we dealt with this within the Health and Safety unit of an Environmental Health department both for licensed events and unlicensed ones on Council property - the Anti-Poll Tax march being the most memorable. Consultation with the police was, of course, often required.
The suggestions to contact the local authority offered above would seem to be a good starting point.

The local Local Government Association, the WMLGA, are holding a course entitled "Public Safety when Organising Public Events"- on 27/4 in Birmingham (they have other dates too)- the courses are open to "outsiders" too- give them a ring on 0121 678 1014
