The company I work for has a number of shops which it rents from local councils and private landlords. My question is who is responsible for testing the fixed electric installations of these shops and who would have to pay to repair or replace the wiring.

Not an area I am familiar with but doesn't this depend on the contract?
However, under H&S legislation you as employer would have resposibilities for ensuring the installation is maintained in a safe condition (even if that meant ensuring the landlord actually carried it out, if that is what the contract said)and, depending on their control of the premises, so would the landlord.

I agree with Jack. The responsibility for the inspection and testing and subsequent reapirs (if necessary) will depend on the agreement or lease between your company and the landlord i.e. something like as fully repairable lease will require you to to the inspection and testing, but in some cases you my expect the landlord to provide you with safe premises. But ultimately you have responsibility to your employees to provide them with a safe workplace.
