Can anyone provide me with the minimum distance allowed between beds in a sleeping dormitory?
Is there any legislation that covers this?

Don't know about regulations in this area, I would suggest that a bedside table and wardrobe between each would be adequate space.
The Navy put them about 18" apart, vertically that is in dormatories on ships which aren't dormatories because they are called messes. You learn to be tolerant of others!
The YHA may be a good scource of information on this?
