I've dealt with suspended scaffolding over large water tanks and initially insisted that the scaffolders wore clipped on harness and a lifejacket as well. This proved to be very cumbersome and impractical, and probably bordered on being dangerous in its own right. A fall into the tank would have been about 2 meters so the scaffolders were allowed to choose whether they used a harness or a life jacket. This was recorded on the risk assessment and method statement. It has to be said that the scaffolders were exceptionally good given their reputation as a breed.
Might not help a great deal other than to identify your PPE requirements.

See if you can get hold of a copy of CITB publication called GE700. Section C9 deals with working over water in some detail, and gives the basis of checklist.

We as a business conduct a great deal of Rope Access Inspection work above water and it is part of of our Safe System of Work that we provide full rescue cover with our own Rescue Boat on permanent standby below the works.
I am not sure from your email the type of work that you intend......
