Is this over the top? A sprinkler system, smoke detectors and intuminescent strips. Surely the first two would counter the need for the strips?????? Would n't they??????

I suggest that Building Standards will routinely specify requirements for structural elements and ancillary items irrespective of any detection/alarm system or extinguishing systems forming part of the design.
e.g. Your local Planning/Building Control will have mandatory requirements for fire resistance and smoke detection in new or substantially modified domestic dwellings, but no mandatory standard for extinguishing systems.

The doors are concerned with the requirements to control the spread of fire and smoke form one room to another, under as mentioned above Building Regualtions (B1 Sections, you'll do a lot of reading so as the local building control)
The fire detection and means of fighting a fire are a requirement determined by risk assessment given the use of the premises and proximity and use of neighbouring buildings.
