Posted By Paul Parry Cutting a long story short I need an independant view on a safety railing. I know it should be 1100mm high with no gap greater than 100mm or any horizontal railings. It can also be made up of pretty much anything brick, railing etc to make 1100mm.
That's the easy bit.... the problem is the rail looks nothing like in the regs, ie straight up and down (i know its only a diagram)and the regs are a bit "wooley" or grey if you prefer.
It has a large vehicle bumper protrusion of 150 x 110mm integral to the safety railing about 450mm up. It is rounded but still large and easily enough for a child to stand on and fall over. Oh the barrier starts on the 5th floor !. It only measures 650mm from the top of the vehicle bumper to the top of the safety railing.
I can supply photos with measurements.

Based on your description of the ledge it does not conform with the requirements of the Building Regulations. See paragraph 3.3 "The construction should be such that ... children will not be readily able to climb it."

risk assessment should also proactively take place and sometimes the RA requires/identifies different / tighter controls etc than the general specifications set down in the building regs
I advise that you go with the RA in the first instance
Some people blindly adhere to specifications when its obvious that addition risks exist that make the specifications less than adequate
