three questions are asked:

1. What can cause harm?
2. What am I doing to control it?
3. Is it enough?

On a point by Paul, you are not required to make a written record of significant "risks" but rather are required to record any significant "findings", and this is different. If there is nothing significant, then proceed with the work operation. If there are significant findings, then the task is not safe to proceed. Put further (or review existing) controls into place until there are no significant findings, then it is safe to proceed.

The policy we have where I work is that all personnel are trained to perform their own risk assessments (be it maintenance or office workers). Therefore any task is not covered by an existing risk assessment that they need to perform, they simply get the standard risk assessment form, fill it out which takes about 10 minutes and have it checked over by their supervisor. It is then placed in the risk assessment folder for all other technicians to see and pointed out at the next toolbox talk that a new risk assessment has been added to the folder.

So yeah i think every process should have a risk assessment done for it, however the expense of training each person to perform risk assessments, may be a problem.

In my personal opinion the benefits of training all technicians on how to perform risk assessments cuts costs in the long run.

For our workshop jobs, we have JSA's printed (formerly done by the mechanics themselves) out with the Job Request.

This is also one reason that they can not develop procedures as they say.
