Posted By MT Agree with Brigham - the Polish staff not understanding that they must smoke inside the shelter may be the least of your worries. What else may they not understand?
Is their English all poor? Sometimes you will find that amongst a group of foreign staff, at least one will have sufficient spoken English that they will be able to provide translation for the others.
If there is a large Polish community in the area, you could try an advert in the local paper for someone to do translations for you.

Pictures are very effective and little is lost in translation
Worked on a site with ~10 nationalities and pictures worked every time
