Another concern I have is that the company employs mexican contract employees when we seem to be behind schedule and need to catch up.

There is one mexican that is fluent in both english and spanish who reads the JSA and then translates to the others. They then sign the document.

Is this sufficient?

In my experience the act of signing for something is worthless. What is needed is a validation sheet (where questions are asked and answered correctly, demonstrating that the employee UNDERSTOOD the message).

So, putting language to one side, the sig sheet may have no value (eg in any legal proceedings). However, PROOF of understanding, in any language, would be more useful, in my view.

I have found myself in this situation and I would further look at how other written and verbal communications are understood, particularly with reference to signs, notices and labels on control panels. I would further suggest that you ask your translator to produce a Spanish JSA. You will of course need to pay attention to issue control.

Without the exact details I am unable to offer much more help other than to agree with the previous post.
