You seem to suggest that you do not need to understand fire behaviour or building design with respect to fire safety. I say it is absolutely critical that you understand fire behaviour to carry out a fire risk assessment. In fact when questioned during the Parliamentary process when the RRO was being discussed Deputy Chief Fire Andy Marles gave the following response to his definition of competency of persons carrying out FRA's - ‘They have to have an understanding of fire, the way fire behaves, the way that building reacts to fire, so they can understand the risks that are created’. If you don't understand fire behaviour or the fire strategy how else will you know that occupants may be at risk, particularly in remote parts of the building.
