apart from the obvious "interfering with something provided for H&S"...
Q. is there a legal length they should be? how many stripes are needed for general construction site work?

Hi-vis is made to EN471 'Specification for Hi-Vis Clothing' The EN requires that there is a certain minimum amount of background material. For example, class 3 garments, which offer the highest level of conspicuity, should have 0.8m2 of background and 0.2m2 of retro-reflective material. If your staff are reducing the amount of background material, the garments may not afford the necessary degree of conspicuity. You may then be falling foul of reg. 4 of PPE Regs about the garment being "suitable."
Suggest you ascertain first why they are doing this. Is the garment chaffing, interfering with other clothing, their work or is this some weird attempt at making hi-vis a fashion accessory? If any of the former, you may need to look at other garments that will achieve the same end. If the latter follow your disciplinary procedures.
