Health and Safety Considerations for political campaigning

An acquaintance of mine is currently campaigning to be a MP. His political party has been a little vague on the health and safety requirements (aside from liability insurance which they have). He has a lot going on at the moment so I said I would look into it for him. Does anyone know the requirements? I'm assuming volunteers don't count as employees, but there are considerations for them as well as members of the public .
