It would be nice if new members to the forum bothered to read the rules they agree to at sign up, in this case:

Whilst I agree that Carlos' posting is technically in breach of the Rules, these state:

However, the link provided doesn't work and doesn't if cut and past without the full stop at the end.

If what Carlos was offering was less than 6 months (say 25 weeks) or if the rule was amended to make the limit 6 months full time equivalent, then the advert would be within the rules if one could describe the role as an "early-career internship" (noting that the rules do not define the word "internship"!).

Alternatively if the role was indicated as being suitable for a graduate or apprentice, the stated time limit would not apply. Not inconceivable that a graduate or apprentice might be mentored by someone from a different discipline, whilst the post holder could also ask for some mentoring from HSE professionals via other channels including these Forums.

My guess is that at a time when some HSE advisers have been made redundant or have found difficulty in finding a job, this opportunity might be a very welcome chance to get some experience on their CV.

Carlos cannot comply with the rules that IOSH has laid down as the means of communicating an opportunity that would comply with those rules has been denied to him as a result of lack of maintenance of Forum functionality.

Which means EITHER that the opportunity cannot be brought to the attention of those looking on the Career Forum, OR any communication is not strictly compliant with the rules.

A simple root cause analysis of this would conclude that the underlying issue lies with IOSH.
