I'm gathering ideas on FLT controls in a specific area of our site.

For the most part, our site it well segregated with barriers, crossing gates and marked crossings, designated parking spots for FLTs. Our FLTs are fitted with directional lights that light up the ground 5m ahead, audible warnings when moving and speed restrictions (automatic) based on zone (5mph in warehouse, 3mph in production areas).

The area in question is too tight for barriers but is shared by operators and FLTs. There is a lot of activity in the area due to the nature of production. We have a well trained team that genuinely take safety seriously, seeing it as a value not just a 'number 1 priority', but I'm concerned that we may have an incident sometime in the future.

Any ideas on additional controls that could help? I'm willing to hear administrative controls, but would much rather take suggestions on engineering controls (heirarchy etc).

I assume that the FLT's are bringing / collecting goods etc. Could you have a staging area where by the Operatives move the pallets or product to a staging area with a pump truck, which is then collected by the FLT. 

Could you also have a control whereby the Operative on the floor moves to a safe zone when the FLT is in the area, This does rely on human control, but could be an option.

It doesn't sound like there are many other options open to you. One possible addition to what you already have in place is to search for "wearable proximity warning systems" which might add another layer of safety. There are a few options on the market but basically allow your pedestrians to wear a tag that is linked to a sensor on the forklift and will trigger an alarm of they come to close together.
